The Contractors State License Board (CSLB) will bring a disciplinary action if you fail to pull the building permits on construction projects. This can result in suspension, or even revocation, of your business license (Bus. & Prof. Code section 7090).
Permits are especially important for C-20 (Warm-Air Heating, Ventilating and Air Conditioning) license holders whose work must meet Home Energy Rating System (HERS) tests and verification requirements to comply with California’s Building Energy Efficiency standards.
The CSLB conducted a mail campaign and distributed news article reminders to C-20 license holders about the permitting requirements. In spite of those efforts, CSLB investigators are still finding many HVAC installations are performed without permits, inspections or testing to ensure the entire heating/cooling system is safe and working to full capacity.
The CSLB is now working with the California Energy Commission (CEC) to establish stepped-up enforcement procedures. This will ensure contractors are following the law and protect the public. C-20 license holders may be targeted through undercover stings or other operations.
